なんで日本人は遅刻や時間にうるさいのか。一説には日本人の気質とか国民性ともいわれるが、じつは、日本人も初めから時間にうるさかったわけではない。
『遅刻の誕生』（橋本毅彦・栗山茂久編／三元社）によれば、明治初期に科学技術を日本に伝えにきたオランダ人技師たちは、時間をまったく守らない日本人の
悠長さに呆れ、困り果てていたという。しかも、それは時計がない時代だったからというだけでもない。定時法の導入や時計の普及など、西洋の近代的な時間シ
ステムをとり入れたあとも、まだ日本の鉄道では30分ぐらいの遅れはあたりまえだったし、工場では労働者の遅刻が横行。そこで米国生まれの科学管理法を導
入したり、大正期には政府が「時の記念日」を制定し、国を挙げて時間規律の浸透に力を入れた。その結果、ようやく鉄道や工場で時間が守られるようになって
いったのが昭和初期、わずか80年ほど前のことにすぎないのだ。
